  15. lieutenant colonel who was kidnapped outside Tyre in 1988 while
  16. serving as chief of a U.N. observer group in Lebanon, and of
  17. William Buckley, CIA station chief who was seized in 1984 while
  18. on his way to work at the U.S. embassy in Beirut; in Beirut.
  19. Both men died in captivity under circumstances that remain
  20. unclear.
